Infinity is a mathematical symbol, not a digit.

I suppose you could interpret the riddle in a way that makes 98 the correct answer, arguing that 99 really only uses one digit (9). Kind of crappy in my opinion, though.

two 9's = two digits, digits = numbers not fingers, I put digits instead of numbers because people would use the numbers 10+ and argue that stuff like 1004546 is one number, and no to all answers thus far.
