When you delvl a mastery does the skill lvl go down as well?

No... you have to decrease the skill level before deleveling the mastery below that which is required for that specific skill. Deleveling skills requires skill reallocation potions as well.

Unless you use item mall skill edit potions, which gave back 100% of the sp

I was planning on using the Item malls. but not until I hit 79 hopefully before i hit 79 the cap can be raised and I could adjust my build before that.

+ is $21~24 really gonna hurt me >_<

so is the quest repeatable? or do i just collect a lot of the potions? i want to delvl my force heal crap and also drop the firewall skill.

it's repeatable, infinite number of times.

Depends on how high the level of the mastery/skill you are trying to delevel and how far you are wanting ot delevel it.
