Shields - does any level have same chance of blocking?

I use a bow primarily but I use a carry a shield which I use during pvp sometimes. So the most important thing about my shield is the BR.

So i'm wondering.. will a lvl1 BR20 Shield have the same chances for blocking as a lvl52 one? From what i've observed while caping, it seems like the level doesn't matter.

Anyone know?

AFAIK level does not affect BR. A lvl 1 shield with BR20 will have the same chances of blocking as a lvl 52 with BR20.

Oh one more.. does BR go higher than 20 on SoX Shields?

wen u hav a shield you have to look at the blocking ration on the stats.
any level if all blocking rations are the same they block the same, 10 blocking ratio is average and 19 or above is good
