Upping the att rating on my weapon

Stones of Strikes and stones of focus boast the ability to increase the att rating of a weapon. Which one gives it "Blue" increase, and which one gives it the ACTUAL weapon rating increase? Thanks in advance for the help.

Jade tabs/stones add/change blues
Ruby tabs/stones resets or rerolls the weapon's value
