What does lucky mean?

I have items that have Lucky(4Time/times) and Lucky(3Time/times) what exactly does this mean? Thanks.

lucky does the same thing as lucky powder in alchemy does: it gives you a better chance of succeding in giving your weapon or whatever it is a +X

... uh huh! lucky jus boost up the success rate and having a lucky powder with it... itll boost hard! but the first time i tried to + a lucky item even with lucky powder it fail!!! so im not gonna rely on lucky much
