Why are quests so high lvl

i wanted to do the bunwang quest as i grind on them but the required lvl is 45 and im only 39. I can easily kill them in 2-3 shots and they only take 300 dmg off me.

So anyone know ehy they are so high requirements is it the monster lvl?

quests at high levels suck, I skipped the bunwang quest since I levelled 42-51 on Ujigi.

somehow i dont think bunwangs are lvl 45
