Help with my NOOB archer

Ok so i have a level 16 ice archer. He is a str-based hybrid but as im only level 16 i understand i can change things for the better.

I hear that ice is a bad class for archers , especially in PvP as people can be immune to ice...

SOOO i was wondering if I should change to fire?
I don't know how to de-level skill points also so could someone please tell me

Just do what you want. If you plan to pvp much of the time then I advise you to switch to fire. If you will spend most of your time killing mobs then keep ice.

At level 20 there is a quest you can get from the potion merchants. You collect curse hearts to be made into a potion that allows you to remove skills and masteries. If I remember correctly, you only get 80% of the sp back that you invested into the skill. It also cost a bit of gold depending on the number of masteries and skills you are removing.
