Effect of 30 isn't really anything. The higher the number, longer it will last and has greater effect or damage depending on the status.
Lets say you are fighting a monster, and it applies an abnormal status of effect of 121. You also have lvl 6 fire shield-flower buff on which reduces abnormal status by 53 so that leaves only 68 which one med universal pill can erase. Another way of looking at-->
--->[Status of Abnormal of 121 (On you)] Subtract [(Buff which reduces status by 53)]= 68
You can reduce to it to "0" if you just a medium universal pill which reduces status by 68. Just remember, always have universal pill and always have them on in the autopotion settings. If your still confused, I'll try to clear up for you, but hope that helps.

It doesn't decrease the chance of them hitting criticals on you, AFAIK. It reduces their parry ratio, which means you are more likely to hit in higher end of your damage spectrum. Its a similar effect to increasing your own attack rating, as attack rating and parry ratio, each have an affect on eachother.
That example, is if you produce the effect on an enemy player, or a mob.
