Q about reinforcement and magic/phys %

What are the magic and physical reinforcement numbers on armor and weapons towards the bottom of the stats?

Also, what does it mean in the character screen where it says "88%" magic or whatever. I am going pure int and read somewhere that nukers will have 90-100% ? What does this value affect and how can you raise it?

Lastly, does armor type affect ANYTHING besides getting hit? Why would you use anything besides actual armor at low levels? What good are garments when none of the low level mobs do magic damage?

1. I can't answer your first question, because I'm also a bit confused about the reinforcement thing...

2. The physical or magical balance is how much % of the damage will actually be dealt in an attack after everything's been calculated (your attack power, the enemy's defence, parry ratio etc.). The higher the balance the more damage you do. You raise the balance by adding character points to INT or STR when you level up. The balance is also affected by INT and STR stats on gear. At least that's how I understand it, please correct me if I'm wrong.

3. Wearing a full set of protector or garment increases your moving speed and decreases the MP cost of skills by 10% and 20% respectively.

Sure it does. :) From kagenutto's Armor types and facts guide:

"The bonus you get from wearing all protector is a 10% run speed increase and a reduction of 10% of the mana cost of all your skills and spells. So if a skill would normally take 20 mana points to use it instead takes 18 mana points. Remember ALL pieces must be Protector to make use of this bonus and you must have all slots that are available to wear "armor" filled. If you are missing your helmet piece then you do not get the bonus even if you have Protector on every other spot."
