It's made my a developer called Suda51. Dude has quite a unique style, that if nothing else, always produces a memorable game. If you didn't know he has also made some other cult classic like No More Heroes or Killer7.
I haven't played the game personally, so I can't truly attest its quality, but from what I've read it's a trip
