Making the exp requirements higher and then raising the exp rate will work the same as changing the SP rate. It's not that easy to directly modify the SP rate since it is not in the server.cfg, or database. You'll have to change the Gameserver to do that.
But we took a different approach altogether which i see is much better. Quests... The rates can stay low.
The point is if you don't have programming skill and can't control your server at will, then you can't maintain or developing it. All you can do is to install the game then wait JM to implement further updates.
Yes, most of the new servers are just default, they just put up the server and modify the rates(usually high as fck). Making a server with 120cap and maybe even 13d items is much easier to make a 70cap server and make it as oldschool as possible and as necessary(some stuff is better new). Now 60cap is even more difficult.

Could you point out a pserver that has different exp/sp rates? AFAIK every server has the same rates because you can't alter them seperately or something.

Some guy said it wasn't possible to alter them seperately. I don't know if he just didn't know how to or if it really isn't possible. All I know is that I never saw a server with higher sp than exp rates.

Any mathematical calculation CAN be altered. If you can't alter the SP rate separately, reduce the skill SP requirement. Easy?

It's gonna take a lot of time to change each skill separately. Or you could use a query to divide all SP requirements by 2 or something, but i don't know how well this would work.

The SP requirement depends on the skill level, not the skill itself. All you need is to divide all by 2, by 10 then bingo
