If I have a level 1 shield br 0%, and level 101 shield same br.
will they have same block ratio?
in other words, if I found a low level high br shield, will it get more blocks that a higher level lower br one?

Re: Block ratio and level
If they both have 15 br for example , then go to the higher shield for the extra defence .
If it is like 18 in the lower one and 12 in the other , then go to the lower level one .
If br rate is 10 :
1st hit : you have 1/10 chance of blocking it .
2nd hit : you have 1/10 chance of blocking it .
100th hit : you have 1/10 chance of blocking it .
574th hit : you have 1/10 chance of blocking it .
So basicly you have 1/10 chance of blocking every hit and should block 10 out of hundred .
In other words yes , the higher the br the higher chance of succesful block .

So in the first week in college i went with jeans and the pajama's shirt. Didn't notice what i was wearing till after i returned home.
Re: Block ratio and level
Yes, 1st degree or 11th degree shield, a blockrate is a blockrate. Theoretically a lvl 1 shield with br 10 will indeed block as much as a lvl 101 br 10 shield.

Props to chrisorg for the sig <3
Re: Block ratio and level
Same with parry and hit rate. It doesn't depend on the lvl.
IIRC, 10d-s 2nd and 3rd tier has a lower stock hit rate than 1st.
