silkroad with no server or internet connection? full control, like you can set the rates and the levels etc.

There are several emulators available, one of the better emus is probably SRX (previously Srevolution). Haven't tried SRX yet though, but Srevolution was the most decent emu I ever tried. Their forum is http://www.xcoding.net
There are also others emus out there, might want to check epvp for info, 'cause I can't remember most of them.
Don't expect any miracles though, emu's are unstable/buggy/etc... It will never be exactly like a real server and on top of that they have little or no future imo. But they can be fun to mess around
