Well technically they could to a certain point. They could shut down every main server for multiplayer games like COD, PSN, Xbox live, all mmo's. Only games that could be played would be SP games and if they banned games there would be no more future games; so they can effectively ban gaming (to a certain point).

Lets say only the U.S.A. banned it, there would still be ways to connect to games from other countries. The developers would move their American headquarters overseas.
