Attacking Hunter/Thief Consignment Caravans: Safe Mode?

Attacking Hunter/Thief Consignment Caravans: Safe Mode?

Over the past 4 thief caravans that I have attempted to attack as a hunter, I have been horribly murdered by high lvl thiefs doing 20k damage. While I am only lvl 50, I don't want to wait until lvl 90-100 to be able to attack caravans...

Is it possible to attack a caravan while you have "Safe Mode" on from a Job Activities quest?
