Okay I got admitted into the university however I was offered my alternate choice, not my desired major which is Chemical Engineering. My alternate choice that was offered to me was Chemistry.
Now the real question is... In big universities like Illinois, how quickly do you see people change majors within the College (For example your in College of Liberal arts and science, switching major to another major that is still in the college)? right after the 1st semester??
And how quickly can someone change majors from one Department College to another? (For example: I will be in Chem major, and I want to switch to Materials Science/Engineering in the College of Engineering)
Accepted to the University of Illinois - Urbana Champaign

How did you not get into the engineering school... unless it has a separate admission, you should be able to choose it... Switch ASAP. I had several engineering friends that said it was tough switching around due to course number and name difference between main campus and engineering campus. It's better to start off on the track you intend to finish. The sooner the better. Sucks jumping around.

Talk to your major advisory.

Ace your first two semesters with a high 3 or 4.0 GPA and you'll have no problem changing colleges or majors within the college. Just try to schedule classes (core curriculum) that is required of both colleges/majors.
Or you can completely change universities AND college AND major and end up graduating with about 150 hours when you only needed 130ish. That's what I've done...

That sucks.
I can change my major at the drop of a dime and go anywhere I want even into Kelley. I went from Business to Informatics after my first semester, just decided on it one night.
