Ezreal is fine, he's getting some base damage nerfs next patch but a good Ezreal should still roll kids. Vladimir fits the most popular strategy (High HP Casters & Fighters with AoE Skills). He's a common ban.

He makes casters useless tho lol and has 1 of the best cc's in the game

I haven't run the numbers yet to see how big of a % change it is but on paper they look very minor.

I'll start playing again soon enough (when I'm done SC2 and bored of MW2). Any "major" changes happened in the past 2 weeks? Was also thinking about buying Urgot seeing he's 3.1k and looks cool. Especially his ult (like HoN's Andromeda/DotA Vengeful Spirit), I can already picture some awesome moments with it. In his spotlight his Ultimate had a pretty small distance, does it get higher at lv11/16?

Anything balance wise?

The range on Urgot's ultimate does not get higher as you level it. Urgot is a good initiator.

Balance Changes:
Roots prevent all movement skills (e.g., Morgana's Dark Binding will stop Ezreal's Arcane Shift.)

Towers ignore further calls for help and focus the first target to aggro it (i.e., A tower will keep focusing the first target that aggroed it and ignore any further calls for help).

Towers do an increased 50% damage per hit on champions (i.e., Every tower hit will grow in power even more against champions). Tower damage over grew with hits but now it'll grow more.
