I think one of the Chinese team was pure STR and the other was pure INT. I don't know about Taiwan.

do all the winners get lvl 64 som weapons? Or is it the next level sos and if you are lvl 70 you get som? I know Kylix from Olympus and he told me he would only get a lvl 24 sos.

If you are 64+ you get 64 som. Otherwise you get the next sos higher than your level.
