If you're just looking to paste together loops, there are lots of programs and you should download demos to see what features you like, etc.
If you want to make the loops that other people paste together, you use Reason. Reason is the standard for making digital music, like Photoshop is for image manipulation. Also like PS, its a bitch to learn.
