If he were to open the Blue/Green/Bronze Dragonflight he would be revealed and the Red dragon flight would be able to launch an all out assault on his forces. The force in the Ruby Sanc isn't enough to do destroy the entire Red Dragonflight. He's attempting to weaken his strongest opponent so that when he does break though Deepholm they're too distracted, weakened, or distraught to launch a complete counter attack right away. If he attacked the other Dragonflights as an opener he'd have to deal with that dragonlight+red dragonflight. Red is the only dragonflight he can attack that won't have backup pouring in because the others are too weak. So yeah they might be distracted for a bit but with two dragonflights working to hamper the effects of his opening move they're recover more quickly and be ready for him when he does show up...
