Can't say that but whats wrong with the classic Windows layout these days? And 2 seconds is ALOT my PC boots clear withing 16 seconds so 2 seconds is 12,5% slower.
It took you longer to figure that out then it would to get used to the new boot time...

These are Rainmeter skins. The one that is mine that you quoted is "BG" I think. Just google Rainmeter,download it then browse the Internet for skins.
