yeah the drivetest centre here in my area they are all terrible grumpy and won't do shit. The lady calls me up to the counter, i have my license out the plate number ready and she prints some things off for 20 minutes while im standing and all she had to do was take my license and plate number and i could walk away. You could walk in the happiest guy on earth and they still wouldn't show some cheeriness back towards you. But other places they are smiling and talk to you nicely. but in the end its your fault. maybe once you realized you had your paper step out of line and go home then get it then you spent less time in line.

think it depends where...i wouldn't say driving or walking is a privilege in and of itself but driving or walking on public property or someone elses private property is a privilege so you should obey the rules and guidelines for that system...
