3 strike system still on?

i was in main sro site and found that 3 strike system is still on. i was reading that they will remove it after 03.23 inspection. did i miss something :?

Joymax sad from 23 they will instant permanent ban handjob players , but i see on offcial site they still ghot 7,14 days ban .
