I thought I would just post this very small and very short guide as some people are having quite some problems understanding the new system so here you go:

I am 13.7%. The 3.7% comes from the green bar and the 10% comes from the number "1"

The total exp % no, it moves exactly the same way but now u can see how the green bar moves faster, cuz its only 10% and not the total amount of exp needed to lvl up (100%). And yes, the 37% is 37% of the 10% each green bar last.

But ya.. i actually like the 10% bar thing, you actually see some progress when grinding, and allows you to set yourself grinding targets better. Kinda motivating, kinda.

Back when i actually played a decent amount i woulda loved it.

Well if your handgrinding and getting about 3% per hour, would you rather keep remembering that your only getting 3% per hour or would you rather be "decieved" and seem like your getting exp quicker than you really are.

I hated seeing my exp bar move like an inch an hour. xD

Yeah. Some guys from my union went like: "Wow! 5% from one mob ". Then suddenly they realized it was 0.5%

In the picture you posted it shows a green bar of 37%. Therefore by your deduction it should say 3 in that little box. Not 1

lol when i logged on it was at 8 with 90% and i only looked at the 90% so when i started grinding i was like OMG! im about to lvl then i passed it and nothing and then i noticed the little 8 lol

In the picture you posted it shows a green bar of 37%. Therefore by your deduction it should say 3 in that little box. Not 1

No, he does not have 37%, he has 13.7%
When the green bar is full, that is only 10%, therefore you must fill it 10 times to level up once
In the picture, he has filled the bar up once (10%), indicated by the number to the left of the green bar, and filled the SECOND green bar up 37% (37% of 10% = 3.7%)
Therefore ([number to the left]x[10%]) + ([green bar percent]/[10%]) = total exp
(1 x 10%) + (37%/10%) = 13%
10% + 3.7% = 13.7%

If that is how it truly is then it is misleading. The entire green bar is broken up into 10 parts. In the picture it clearly shows its at 37%. The fourth interval/part of the entire bar looks to be about 7% and the preceding three bars are full. 10% + 10% + 10% + 7% = 37%

its not that hard to understand it basically made up of the unit of the percentage and the .10th so it can be 21.34 obvs the 10 bar will say 2 13 because 1.3% is 13% of 10% understand now just dont try to equal it to the total exp but just to 10%

Nothing impressive. Same as Diablo2.
Like Smilezz says ([number to the left]x[10%]) + ([green bar percent]/[10%]) = total exp

What you have to remember is that the 37% in the greenbar shows that you're 37% to get the next 10%.

Yeah, it is kinda complicated but I can' see how it should be miss-leading? When you get to know it, you won't find it that strange anymore. Just give it some time
