Giant shield/ Mountain shield

Ok now this has bugged me for long time....i think its time to clear it up......mountain shield and giant shield increase block ratio by xx% but when u read skill it says phy block ratio...now friend tells me it still applys to nukes and stuff but i STILL see no difference sooo does it only apply to melee attacks or does it really apply to all attacks?
