Garm will do fine with that build since your mag def will be low.

First off, lightening is for PvE people. Secondly, The only REAL benefit you get from taking lightening over fire is the speed increase of grasswalk and phantom.
Now, you might be thinking, "But what about lightning's mag attack buffs!"
Well, fires higher imbue and nuke damage makes up for not having those buffs. Oh and you get a hell of a lot more nukes with fire then you do with light. Plus more mag defence is a beautiful thing when fighting other int chars. OH and don't forget fire shield.

I disagree.
Light has a higher output maximum, it affects and add's parry. It gives you speed which is essential to solo PVE and the lightning imbue, again higher maximums. Also, it gives you the magical attack bonus buff, which can give a hefty 20%+ more magical damage.
Yes, one could argue fire does more damage and to take it over light. That is true in .5-2.3k ranges for nuking, and the output maximum is generally lower for fire imbue and nukes as well.
If someone leveled by hand obviously, and without power level- obviously *rolls eyes* without the nuker speed and lightning nukes, I would have a hard time believing either method. I have a nearly capped Fire/Ice/Bich, my friend has a Fire/Spear/Light w/ 20 ice and one has the same config except with maxed ice, no light, and my own personal char is Ice/Light/Bich.
I can say with certainty that fire nukes and imbue do not do more damage, I don't know if there are hidden modifiers but that's the case- all mag balances the same, no obscene +'d items, similar gear and int distribution overall. The argument used to be that you got fire for 1:8 or 1:7 hybrids that used spear to make up for the lost damage by ditching lightning, since Ice was essential for a shield'less character.
Bicheon with Lightning and Ice is a great build for leveling up on you're own or in groups and a solid PVP character. If you want to lose speed, magical damage 20% or move buff, parry passives/buff and lightning nukes + shouts (consider you want to plevel or pve later on) for fire, be my guest.
In the end, really its how little latency you have to the server, how fast you press/pot and how much gold you "earn" to pimp you're items.
EDIT: Also, Phantom is a PVP god send. It wont save you from a wizards LifeTurned meteor attack, but it's a pretty much "must have" for nukers.

Pvping against someone with a cold imbue and you lose. It's a great build for pve but in pvp fire would be better.

50% moving pots are like 90k per so they arn't that expensive.

Using a cleric in 1vs1 pvp wouldn't be fair now would it
I got a Fire/Ice/Heuk char and it does more dmg than Ice/Light/Heuk chars. So unless I'm using some kind of hax I don't really get, I just buy 50% speed pots which is more than enough to grind. (note: we do have the same gear, bout same blues/prems etc...)
I got 2 nukers and one has no light and the other has 60ice/40light since it's slighty hybrid and sword, if it was more pure I wouldn't have taken light at all cuz I really think it's a waste for pvp, and I pvp ALOT.
