if i understood you correctly you want to edit some new clien (ksro ? ) if right, just download the ksro client and open the pk2's in some pk2 editor

There's a pk2 extractor program somewhere on these forums, just search for it.
If you mean open it without connecting to an existing server, you would need an emulator.

you want to install it before the version goes live? then you'll have to edit the security protocol inside the client, or program something that emulates the version check and you'll have to detour the connection to the emulator (you could do this via windows detours or a vpn)
