no no the other effect :p sorry wasnt clear the effect tht looks "flashy" or what you wanna call it

i can tell u how to make it

add the video file
then duplicate the layer with that vid
the layer above change to "overlay"
then u can add some brightness or so to fix it coz it may be dark too much

Or you can just go to FX and choose the Glow effect, drag it to your clip, apply settings and your good to go, maybe put in some glow keyframes if you want to be really fancy
