You're told in the video, the flame which is hot is the orange one on the top. The bottom flame can't hurt you. But you have to make sure you use the right things, it won't work with similar stuff to this, it has to be this stuff.

Its vapors coming out of the ball, which are ignited as they move upwards. Where they originate is blue which is not hot enough to actually burn you. Also notice, where his fingers are touching there is no visible flame.

You have to have it where you're from, its used for Zipper/Zipo lighters.

Yeah, but I don't stick my hand in the cars engine to see how hot it is. I don't touch the boat's back propellers while in motion, I don't purposely choke myself with sushi, and I don't tie a rope tightly around my penis when I'm masturbating. I feel sorry for the people who actually try this, and ended up burning there hands. lol

Well I got it right on the other parts

The reason your hand wont get burned is in part that the area of the ball that is in contact with your hand wont maintain a flame due the smothering affect, but your hand being warm vapourizes the liquid fuel which creates a thin insulating layer of vapour.
If you have ever done high school physics class (not all of us I'm sure but that's why I'm explaining it) you may have done experiments relating to the usage of energy in the heating of ice to water and water to steam.
As a chemical changes between physical states it requires additional energy to transform so you have the natural occurance of ice at 0 degrees celcius and liquid water at 0 degrees celcius and liquid water at 100 degrees celcius and steam at 100 degrees celcius.
In the flame ball's case the liquid fuel near your palm is drawing energy away from your palm to change physical states into vapour.
Keep in mind there are three forms of heat exchange: Conduction, Radiant and Convection.
Conduction is counted by both processes explained above.
Convection does occur with this experiment as air is drawn from around your palm, heated and natural exiting upward.
Radiant heat travels in which ever straight line it likes and will rely mainly on your bodies ability to dissipate it through circulation of blood and through natural perspiration.
So the protection is three-fold (and maybe four-fold)
