Weapon Blocking Ratio

Notice the Blocking ratio off the weapon. Does this mean it adds to the total blocking ratio of my shield? If so would i block like every attack?

Also i noticed that some Shields say that " Critical 25( 25%)" Thats just an example but would this mean that your overall critical increases by 25 and you would hit criticals like crazy?

crit on shield means you get hit by crits less (not sure if it is less damage or more chance to block crits though)

blocking on weapon means your weapon attack gets blocked less often by shields

crit on shields means that ur opponent will crit u less times than what he would normaly do if you didnt have the attribute.
