How about srf starts using a ranking system. just a thumb up or down with numbers. (maybe even a selectable option to start ranks on a topic).
every user is allowed to rate a topic only once, no ranking your own. the rank wont bump the topic. it will just show that something interesting is being discussed. This could help topics that are good but don't quite get the attention they deserve...

A better option would be rating user's posts. Like if someone trolls, you'll rate it down, making it invisible (unless you click 'show').

possible, But I tihnk most people wouldnt bother rating individuals. or they'd almost always only rate when something bad happens.
