It works as follows:
lets say your basic attack hits 1k, with using imbue. Then if you use lightning nuke, lets say it adds 600 magic damage, then basically what happens: the nuke damage gets added to your base damage, and that total number gets multiplied by the % (so times 3 basically). I tried this out with numberous attacks, because i was curious, and yes it also mulitplies your imbue and basic damage. WHich means that a 330% fire nuke compared to the 300% lightning nuke will:

1330 ~ 2470(300%)
@ the start i though that % was dmg or something like that.. but after i saw some tests.. and a proof (quote from JM) that the % is not dmg.. its the time that the skill take (from start to end)
so it have notthing to do with dmg, its just fire take more time.

light
723~1344 (100%)
fire
912~1520 (100%)
yea.. fire is stronger, but the light mg buff would fix that and may give more dmg

lightning nuke, lightning imbue, max damage: (2470+1344)*3 = 11442
fire nuke, fire imbue, max damage: (2375+1520)*3.3 = 12853.5
These numbers are not the actual damage, but they give a good indication of what you can expect: fire will hit harder than lightning.
Now, back to the original question, does this compensate for the 18% magical attack loss of not taking lightning? just multiply the numbers for lightning by 1.18: 1.18*11442 = 13501,56
Dropping lightning doesnt seem very smart now, especially since the max bonus magical damage will be 22% at 120cap!
