capes and PvP

At first I thought Iyou can only fight after lvl 20 byut then I saw capes so I am very confused.

1. Where do you get capes?

2. How do they work?

3. Is there any lvl where you can PvP without capes?

4. Is there any restriction so a lvl 60 can't sattack a lvl 20?

5. Lvl 10 is the requiorement for capes right?

2. You put it on as a job item and other people wearing different capes (or anyone wearing an orange cape) can attack you outside a safe zone.

3. No, unless you're wearing a different job item, such as a thief suit. A Hunter/Trader can attack you in this case.

4. No.

5. Yes.

You can murder someone at level 20 without capes.

Oh and.. you can't attack someone if they're wearing the same colour cape. (So if you're wearing black, you can't attack another person wearing a black cape). Orange is an exception though; you can attack anyone wearing a cape, even if they're wearing orange.
