So, which type of mage is the best for:
PvE (Soloing) : Frost?
PvE (With tank): Arcane?

Frost for solo would be the best.
As for raiding, new 80s going for raids I would recommend starting as Arcane first because you cap Hit (most important stat to cap first as a DPS) easiest with the spec, slowly when you're geared you can spec for Frostfire (FFB) build, or Fire/TtW build for higher DPS though the difference between these 3 builds is negligible.
But when you're doing Ulduar, you might want to switch to FFB spec since Arcane generally don't go so well with the encounter designs and gears in there. But don't let the spreadsheet tell you what should you play, I'm personally a big fan of Arcane for raiding so I'll stick with it.
