Where to buy NPC 10d weapons?

I looked in jangan and in hotan,I cant find 10degree weapons in any blacksmith.

You can't buy them in an npc only drops.

Im sure i saw somewhere the price of 10D NPC items like 8M or 15M, not sure, but im sure it costs a lot of money
