Academy Buff Problem

I started a new character and its level 18 with a 9 gap. I am in an academy but my buff doesn't accumulate even with my academy leader online. I also tried just transferring over the 0 buff, and it still doesn't work. Why does this happen? Does my gap have anything to do with it? I am usually grinding on green to blue mobs, does that have anything to do with it?

EDIT: Problem solved, it was the 9 gap. I closed the gap and now my buff is accumulating.
