I don't know if u know the meaning of ip ban.
He shouldn't be able to come online on his own computer.
So it's pretty useless to recreate an account with an ip ban..

You can still use an ip proxy.

He/She was being racist to Turkey on his "previous" account and got banned.
He/Shes's not being racist now, also it isn't hard to use a proxy usually just a fast download or just by typing some random website into your addressbar.

with firefox you can set it up to use an ip proxy to visit spesicif websites

No don't think he will put some racism comment,but he still got already banned and remake account which is prohibited here.

And yea he just use proxy.

Some people have dynamic IP like you have. Some people have static IP. IP ban only works for static IP's.
