It has been tried before and failed. Anything that broadcasts itself over the Internet from a user's computer has to be done so with the consent of said user. It is illegal to do so otherwise. Installing a firewall will let you know of any attempt to broadcast a signal. I don't know if you guys remember the incident with Sony installing rootkits on people's computers and essentially doing the same thing you're suggesting is going to be implemented. So this is laughable at best.

If you are downloading music illegally, you should know the risks that come with it.
