Well thats probably the fastest commercial/residental line but government and military will surpass that. But normal people best hope is a fiber optic line.

Im not sure about the rest of the world.
But here in Switzerland in Geneva. We have a center called CERN (The guys who "made" the internet) But yeah, these guys having INSANELY fast connections, mainly because they keep trying new technologies and so on. Last i heard, they are working on a connection for EPFL (A university in Lausanne) that will be so fast that they can download pretty much anything in a second.

It wasnt just them, they were just a part of the creation of the Internet.

I think we have different definitions of what primordial internet is... I see your point though.
I'm not going to bother to argue my point any further, we're in a stalemate, except for this:
google "Grandfather of the internet" And the 4th one down is ARPANET.
