Re: ROGUE/BARD
You could've easily found the answer to that by searching, but I'll try to help you (next time do some researching before asking will ya?). I'm not a expert on bards by they way, so I may 'forget' some things.
Moving march, Guard Tambour, Mana Tambour, Mana Cycle (more to use on yourself than others as your pure str) and Dancing skills (if you have another bard with you in the party). Most of these do not stay when you switch weapons, only moving march and mana cycle among these stay when you do.

While I would generally agree with you I think that having bard in a Str build is used mainly for speed and noise, the other skills are kinda useless, for me the xbow rogue/bard is the cheapest SP build out there that is pretty good so spending SP on skills you are not good at is something I decided to skip

Yeah, I agree. But the skills I mentioned would be used when with mana cycle, so being pure STR and having low mana would not be a problem at all, it's just that it'd be only while partying. When you are soloing bard would be only for speed and noise as you said.

They will be almost as good as any bard with higher tanking ability but unable to attack. Which is good in fact. Good parties do not need rogues, so being a bard in it would be enough. If you are going to act as a rogue in a party then your sub wouldn't really matter.
