So is Venice still legit?

I'm starting to play again, but I only have a character on Venice. The character is well funded. It's level 20, but that's because I deleted my other char cuz I messed up the stats and I wanted to play an euro character. Also I'm almost done sp farming with it. Last time I played, the only people I saw in the game were people I didn't understand and bots. Is it still the same? Or should I just restart and go to Venus?

There are several legit guilds and a legit union
