i want to have the ability of chargeback but what do i need before i can

Chargebacking because you quit it lame..And you'll have to make the choice within like 2 months because then the ability to chargeback expires (on paypal was that I think)

New user agreement updated a few weeks ago, doesn't really allow for charge backs.. Once you purchase silk and charge back, you don't receive any of your cash back.

uhh.. don't think you know how a chargeback works.
you file a claim with PAYPAL claiming you never received your item or whatnot, joymax then has time to prove that you did receive it, but with virtual items it's kinda impossible (they want shit like shipping numbers, etc) so they always side with the buyer and they get their money back.
tl;dr joymax changing their user agreement isn't going to effect someone from getting their money back.
