seriously? no one wants to join? ok im lvl 30 now....
when i go to lvl 2...no one is coming in after.....

Babel is mostly past the days when you could just create a guild by yourself and expect people to join. There are a lot of guilds on the server at every level, and so it's hard to fill up a guild unless you have a strong presence or a group of people to kick-start it.
