Frost Nova - Wind/Wood worth leveling past lv 1?

Hi guys,

Just wondering...is it really worth SP and mana cost to pump beyond lv 1 for frost nova's?

And I believe the enemy would still be slowed to a certain speed on lv 1 compared to lv 13 for example right? or does the higher lvl of frost nova makes you more slower than the lower lvls?

Frost nova will always slow you down the same.
The higher lvl frost nova is the biger its effect is, which means it lasts longer.

And for example if i use a skill that gives me ice immunity lets say 78 effect and
your frost nova has 70 effect it wont freeze me...
But if you have frost nova with 100 effect it will freeze me with 22 effect...
