what level to make a guild?

well ive decided im going to make a guild, and besides needing a name, i need to know at what lvl a character can create a guild. thanks.

you want to make the guild with a couple off friends ?^^
coz its kinda hard to get a guild running if you dont know to many ppl in the server =]

well, you dont have to level it up right away

first get it full with a few members, level up can come later (if your members are cool they can always pay with you =])
