I'm afraid that they will change the drop rates during the inspection.
The dodge scrolls come in per 10 scrolls for one box. And yes, the boxes drop constantly.

So by the looks of that its like.. 1 out of 70 boxes you'll get a wizard item. Assuming that you were unlucky my estimate is that you'll get 1 out of 50 turn ins you'll get witch suit.
