Earth Magicians are best found near that dead-end of the Ravine near the Western Ferry. Just go down there and you'll find lots.

I didn't have a single taoist drop 1. Looks like it is only the magicians.

lol with the exception of 300 yeowa scales, I think all the 30's quests are lame, like 3000 flowers and hundreds of bandit stuff that never drop, I've skipped them all cuz I can 2 shot level 43 monsters for nearly 3 times as much exp, plus having a double scroll makes these low level quests hard, by the time you get to the last few repeatables the monsters are nearly blue.

It's a long and tough quest altough it's better than no quest at all
