Well in that case the taxi driver was in an emergency situation where driving in that direction is allowed. Such emergency could be driving away from someone chasing him, etc.

Or the policeman forgot his badge and ID thus has no proof of his authority and cant arrest him. Or the policeman too made a mistake and risks being arrested himself if he arrests the taxi driver.

Oh really, someone chase him but he stopped a while to chat with the policeman :D
I've stated that the policeman did well his job, so no such thing as forget ID or card or gun...

I repeat the last time: use only events describe in the riddle, dont imagine and add thing like "wife in hospital, emergency case, bribing..."

haha anyways:

you have bags 1,2,3,4,5...10

take 1 piece out of bag 1, 2 pieces out of bag 2...so on, 10 out of bag 10.

place the pieces from 1,2,3,4,5 on one side
place the pieces from 6,7,8,9,10 on the other side

side one should be 15g and side 2 should be 40g

depending on the deficit of weight you can find the number of fake coins on the scale
eg. if side 2 is 35g heavier than side one, we know there are 10 extra gs of weight meaning 10 fake coins, since we took 10 coins out of bag 10, then bag 10 has the fake coins. and so on for any other combination of deficits

oh well easy then:

just do the same thing and figure out what the weight should be, then find how much the total is overweight and use the same method to find which bag it is.
