C10 ERROR

i was training my noob at ongs, when both my pc's froze and when i try to login now, it says failed to connect (C10 ERROR)

You don't really need to do that. Just wait 5 minutes or so and try again. I'm not sure if it showed you the text or not, but sometimes when you crash like that, your character is still logged into the game. After a minute or so, it'll get booted and you can log back into the game at that time.
