Thats actually spanish what they're speaking, and those words they saying are only from one country which is venezuela.

EDIT: Holy mother of god, i made some research and i was right this happened in Venezuela, (ENAM) Stands for "Encuentro Nacional de Anime y Manga" Which can be translated to "National Meeting of Anime and Manga" they call themselves "Otakus" and there were not only SRO dressed people but all sort of weird shits, pretty scary IMO, but hell.. everyone to their thing.
